Film and television culture industry has both social attributes and market attributes. Under the influence of the overall adjustment of the global film and television cultural industry，China’s film and television cultural industry is speeding up，and improving the scientific comprehensive evaluation system of film and television cultural industry should be important for the industry under the great changes. This report investigates of the existing film and television industry，it builds contains concentrated area index，the index of development environment，the influence index，the index of innovative，internationalization index，the climate index of comprehensive evaluation index system，index，which is related to the industrial productivity，attraction，influence，driving force，international，trend six dimensions，and the empirical calculation is made based on Hengdian Film and television culture industry agglomeration area in China. The index shows that Hengdian has broken through the dilemma by virtue of the large-scale and intensive development empowered by digitization，and has transformed to high-quality development as a whole，reflecting its tough ability to resist risks. In the future，film and television cultural industry clusters should make efforts in the aspects of digital drive，high-quality content supply，professional talents and industrial standardization system，so as to build Chinese film and television cultural industry with global competitiveness.
