长期以来,残疾人就业促进是上海市政府基本公共服务供给体系的组成部分,是促进经济增长,维护社会公平、和谐的重要保障。随着上海经济社会的快速发展,在“平等、参与、共享”的残疾人发展理念的引领下,上海市的残疾人就业呈现参与主体多元化、责任落实多元化、就业模式多样化的特点。本报告从残疾人就业促进机制的机制演变、实践探索等方面进行深入阐述,针对就业促进主体互动机制不完善、调动残疾人就业积极性有效机制缺乏等现象,提出畅通各主体间的长效沟通机制,提升残疾人就业促进合力,通过提升残疾人就业能力,努力实现残疾人在新科技新市场新业态下的高质量就业和融合就业。
<<For a long time,the employment promotion of the persons with disabilities has been an integral part of the basic public service supply system of the Shanghai Municipal Government,and an important guarantee for promoting economic growth and maintaining social equity and harmony. With the rapid development of Shanghai’s economy and society,under the guidance of the development concept of “equality,participation and sharing” for the persons with disabilities,the employment of the persons with disabilities in Shanghai presents the characteristics of diversification of participants,diversification of responsibility implementation and diversification of employment modes. This report elaborates the employment promotion mechanism for the persons with disabilities from the aspects of theoretical construction,mechanism evolution and practical exploration. In view of the existing problems such as imperfect interaction mechanism of employment promotion subjects and lack of effective mechanism to mobilize the employment enthusiasm of the persons with disabilities,this report proposes to enhance the joint efforts of employment promotion for the persons with disabilities by building a long-term communication mechanism among various subjects. By promoting the development of the persons with disabilities,the employability of the persons with disabilities will be enhanced,and efforts will be made to achieve high-quality employment and integrated employment for the persons with disabilities in new technology,new markets and new formats.
