    中国心智障碍者就业发展报告(2022)

    摘要

    中国心智障碍者长期被忽略,被排斥在教育和就业之外,近半个世纪以来逐渐受到社会关注,接受了教育,得到了康复,进入了就业领域。心智障碍者最初的就业从零星的个案开始,一时难以突破4%的就业魔咒。随着社会观念的转变,相关法律的不断完善,义务教育之后的职业教育发展,就业辅导员的就业转衔支持,心智障碍者就业率持续提升。为了进一步提升心智障碍者的就业率,改善就业质量,我国要在全生命周期的教育体系中,发展以融合为主的支持式职业教育,注重个别化就业转衔支持,加强就业和社会生活中的支持系统建设。

    Abstract

    Mentally handicapped persons in China have been neglected for a long time and excluded from education and employment. In the past half century,they have gradually received social attention,received education,recovered and entered employment. The initial employment of mentally handicapped people starts from sporadic cases,and it is difficult to break through the 4% employment curse for a while. With the change of social concepts,the continuous improvement of relevant laws,the development of vocational education after compulsory education,and the employment transfer support of employment counselors,the employment rate of mentally handicapped persons has been continuously improved. In order to further enhance the employment rate of people with mental disabilities and improve the quality of employment,China should develop integration-based supportive vocational education in the whole life cycle education system,pay attention to individualized employment transfer support,and strengthen the construction of support system in employment and social life.
