本报告将我国残疾人职业教育与就业培训的发展历程划分为萌芽期、形成期、发展期和成熟期四个阶段。基于相关统计数据,从残疾人中等职业教育的总体情况、残疾人中等职业教育的培养状况、残疾人职业教育与就业培训的组织与管理、残疾人职业教育与就业培训的成效四个方面,阐述了中国残疾人职业教育与就业培训的发展现状。分析了中国残疾人职业教育与就业培训中存在的培训供给与残疾人就业市场需求不相适应、资金投入不足及实训设备和基地紧缺、职教师资结构性短缺、残疾人口变化给社会就业岗位资源分配带来的挑战、残疾人职业教育空间分布的结构性矛盾等相关问题。提出科学规划残疾人职业教育与就业培训发展布局、加强残疾人职业培训师资队伍培养、扩大残疾人职业教育与就业培训供给、实施残疾人职业测评精准定向培训四个方面建议,以回应我国残疾人职业教育与就业培训的发展需求。
<<This report divides the development process of vocational education and employment training for the persons with disabilities in China into four stages:germination,formation,development and maturity. Based on the relevant statistical data,this report expounds the development status of vocational education and employment training for the persons with disabilities in China from four aspects:the overall situation of secondary vocational education for the persons with disabilities,the training status,the organization and management of vocational education and employment training for the persons with disabilities,and the effectiveness. This report analyzes the problems existing in the vocational education and employment training for the persons with disabilities in China,such as the incompatibility between the training supply and the employment market demand for the persons with disabilities,the shortage of capital investment and training equipment and bases,the structural shortage of vocational education teachers,the challenges brought by the change of the persons with disabilities population to the distribution of social employment resources,and the structural contradictions in the spatial distribution of vocational education for the persons with disabilities. In order to respond to the development needs of vocational education and employment training for the persons with disabilities in China,this report puts forward four suggestions,including scientific planning of the development layout of vocational education and employment training for the persons with disabilities,strengthening the training of vocational training teachers for the persons with disabilities,expanding the supply of Vocational Education and Employment Training for the persons with disabilities,and implementing the precise orientation training of Vocational Assessment for the persons with disabilities.
