本报告将我国残疾人就业模式分为两大类:传统就业模式和新型就业模式。前者包括集中就业、按比例就业和个体就业,后者则指随着社会发展而逐步出现的公益性岗位就业、辅助性就业和灵活就业。从我国残疾人就业模式的发展历程来看,在不同历史时期,不同就业模式对促进残疾人就业发挥了很大的作用。目前的情况表现为:集中就业在稳定中发展,按比例就业对残疾人融入社会发挥着重要的促进作用,个体就业扶持力度加大,公益性岗位开发日趋合理、完善,辅助性就业提供了残疾人就业困难群体实现自我价值的渠道,灵活就业形式日益多元化。实践中六种就业模式各自面临不同的挑战。据此,本报告从完善残疾人就业模式相关的法律法规,到加强激励政策、就业新观念的宣传与落实,再到优化残疾人就业新模式等方面提出相关建议。
<<This report divides the employment mode of the persons with disabilities in China into two categories:the traditional employment mode and the new employment mode. The former includes centralized employment,proportional employment and individual employment,while the latter refers to the employment of public welfare posts,auxiliary employment and flexible employment gradually emerging with the development of society. From the perspective of the development process of the employment mode of the persons with disabilities in China,different employment modes have played a great role in promoting the employment of the persons with disabilities in different historical periods. The current situation is as follows:the development of centralized employment is stable,the proportional employment continuously promotes the integration of the persons with disabilities into society,the support for individual employment is strengthened,the development of public welfare posts is becoming more and more perfect,the auxiliary employment provides opportunities for the persons with disabilities with employment difficulties to realize their self-worth,and the forms of flexible employment are increasingly diversified. In practice,the six employment modes are facing different challenges. Accordingly,this report puts forward relevant suggestions from the aspects of perfecting the relevant laws and regulations of the employment mode of the persons with disabilities,increasing the publicity and implementation of incentive policies and new employment concepts,and promoting the new employment mode of the persons with disabilities.
