助残志愿服务一直是社区志愿服务的重要组成部分，但目前以社区为场域的助残志愿服务研究仍然较少。本报告从概念界定出发，紧扣新时代发展主题，从国情出发，梳理了社区助残志愿服务的发展历程，分析了当前我国社区助残志愿组织规模和服务领域，总结我国社区助残志愿服务的发展成效和存在的主要问题，并提出了整合资源、培育品牌、完善机制等针对性建议，从而充分发挥社区助残志愿服务在促进残疾人全面发展、推动共同富裕等方面的积极作用，加强和完善基层社区治理体系，推动基层治理能力提升。
<<The volunteer service for the Persons with Disabilities（PWD） has always been an important part of community volunteer service. With the holding of domestic large-scale sports events，especially the Paralympic Games，the research on the volunteer service for the PWD is relatively common，but the research focusing on the community is still less. From the actual situation of China，this report starts with the concept definition，and analyzes the development process，current situation，existing problems of the community volunteer service for the PWD in China，and puts forward targeted suggestions. It gives full play to the positive role of the community volunteer service in promoting the comprehensive and common development of the PWD，and enhances the level of the community governance system and capacity for the PWD.
