本报告分析了2021年中国残疾人事业总体发展状况，计算了中国残疾人事业发展指数和平衡发展指数，最后比较了各省份残疾人事业发展指数和平衡发展指数。研究结果表明，中国残疾人事业取得长足发展，残疾人事业发展指数由2011年的52。4上升到2020年的77。2，其中，残疾人生存保障指数由2011年的47。8上升到2020年的84。1，残疾人发展提升指数由2011年的58。3上升到2020年的68。3，残疾人服务支撑指数由2011年的52。8上升到2020年的76。7。2015～2020年，我国残疾人事业总体平衡发展指数呈现增长态势。2020年残疾人事业总体平衡发展指数为56。1，较2019年、2015年分别增加4。3、7。8，年均增长率达3%，提升幅度明显。
<<This report analyzes the overall development of the cause of persons with disabilities in China in 2021，calculates the development index and balanced development index of the cause of persons with disabilities in China，and finally compares the development index and balanced development index of each province. The results show that the cause of the persons with disabilities in China has made great progress，with the development index of the cause of the persons with disabilities rising from 52.4 in 2011 to 77.2 in 2020，and the survival security index of the persons with disabilities rising from 47.8 in 2011 to 84.1 in 2020. The development promotion index for persons with disabilities increased from 58.3 in 2011 to 68.3 in 2020，and the service support index for persons with disabilities increased from 52.8 in 2011 to 76.7 in 2020. From 2015 to 2020，the overall balanced development index of the cause of the persons with disabilities in China showed an increasing trend. In 2020，the overall balanced development index of the cause of the persons with disabilities was 56.1，which increased by 4.3 and 7.8 respectively compared with 2019 and 2015，with an average annual growth rate of 3%，with a significant increase.
