助残志愿者队伍是助残志愿服务的有生力量,及时了解我国助残志愿者队伍的现状与问题,有利于推进助残志愿服务业的高质量发展。本报告采用定量定性相结合的实证分析方法,采用《中国残疾人事业统计年鉴》与其他相关发展报告中关于助残志愿者的数据,结合助残志愿服务相关政策文件,分析我国助残志愿者队伍的发展历程、现状与问题。分析发现,我国助残志愿者队伍经过初步探索阶段与专项动员阶段,已进入常态化、规范化发展阶段。在40余年的发展历程中,我国助残志愿者队伍规模平稳扩张,人员构成逐渐多样化,服务效益不断增强,制度化建设取得进展。但现阶段,我国助残志愿者队伍规模相对弱小且注册志愿者规模递减;队伍成员参与率和服务需求之间存在需求缺口;队伍成员能力素质与服务需求存在错配;队伍管理与建设缺少地方性经验的制度化。报告建议,未来我国助残志愿者队伍建设需明确新时期助残志愿队伍建设目标,动员和激活全域参与,加强助残志愿者队伍信息化建设与整合,增加志愿者队伍增长内生性,实现志愿服务需求与供给有机匹配。
<<The team of volunteers for the disabled is the effective strength of the voluntary service for disabled people. To know the current situation and problems of the team of volunteers for the disabled in time is conducive to promoting the high-quality development of the service industry for disabled people. This report adopts the empirical analysis method combining quantitative and qualitative analysis,using the data in China’s Statistical Yearbook for the Cause of the Disabled and related reports,combined with related policy documents on volunteer services for the disabled,to analyze the development history,current situation,and problems of volunteers for the disabled in China. It is found that after the stage of preliminary exploration and special mobilization,the team of volunteers for the disabled has entered the stage of normalization development. During more than 40 years of development,the number of volunteers for the disabled in China has expanded steadily,the composition of personnel has gradually diversified,the service benefits have been enhanced,and the construction of institutionalization has made progress. At present,however,the scale of registered volunteers is relatively small and decreasing. There is a demand gap between team member participation rate and service demand,mismatch between team members’ capability and service demanded,as well as lack of institutionalization of local experience in team management and construction. The report suggests that in the future,the construction of the volunteer team for the disabled in China should clarify the goal in the new period,mobilize and activate the participation of volunteers from all regions,strengthen the informational construction and integration,increase the endogenous growth of the volunteer team,and achieve an organic match between the demand and supply of volunteer services.
