The generalized policy of voluntary service for the disabled includes three types：core，middle and periphery. So far，the development of voluntary assistance policy in China has experienced three different stages：incubation period，gestation period and starting period. The existing policies of voluntary service for the disabled are characterized by overexpansion of registration function，overemphasis on self-established volunteering-platform，over-internalization of service entrusting，over-dependence on multi-departments joint action and lame walking on two legs，etc. The main problems of existing policies are such like incomplete structure，outdated design concept and lack of micro-action basis. The future policy design should be based on the principles of promoting the development of non-governmental voluntary service organizations，focusing on constructing the micro-action system foundation of voluntary service and improving the policy system.
