As an important part of voluntary service，voluntary service for PWD is an important means to promote the development of the cause of PWD. Since reform and opening up，voluntary service for PWD has experienced three important stages：starting exploration，fast development，and all-round development. After forty years of development，our country’s volunteer service for PWD has made significant achievements. Policies，regulations and standards are gradually perfected，organization system is basically established，brand services influence is growing up，services scope and field continue to expand，volunteer team keeps growing. Meanwhile，however，our voluntary service development still faces a series of problems. For example，the system is not robust，the system mechanism is not sound，the development is not balanced，the service supply is insufficient，the demonstration effect of excellent project is not obvious，the standardization and the specialization level is not high enough，the information platform construction lags behind，and datasharing and interoperability is poor. At the key period of one hundred era of change and a new bureau of times，in view of the existing problems in the current development，this report proposes a series of countermeasures and suggestions to promote the development of volunteer services including strengthening the top-level design，promoting the systematic construction，improving the institutional system and the standard level of voluntary service for PWD，strengthening the organization construction，building a networked development pattern of volunteer service for PWD，strengthening team construction，improving the supply capacity and professional level，strengthening the branding construction，enhancing the radiation effect of excellent project dissemination，vigorously promoting business collaboration，accelerating the development of digital services and improving the scientific level of decision making，establishing a modern view of PWD and the concept of volunteer services and increasing the social publicity effort and promoting broad social participation.
