中国公务员人权培训兴起于20世纪90年代末期。2009年、2012年国务院新闻办公室分别发布的《国家人权行动计划(2009~2010年)》、《国家人权行动计划(2012~2015年)》均对公务员人权培训予以规范,这是公务员人权培训的重要规范依据。经过10余年的发展,公务员人权培训的培训主体、培训对象、培训主题以及培训形式均得到发展与完善。中国公务员人权培训取得了一定的成绩,也面临不少问题,需要不断推进与完善。
<<Human rights training emerged since the late 1990s. “National Human Rights Action Plan (2009-2010)” and “National Human Rights Action Plan (2012-2015)” which were released in 2009 and 2012 emphasized on human rights education. More than 10 years later,training body,training object,training subject and training form have been developed. Achievements on the training include:(1)the human rights training of civil servants has gained legitimacy;(2)the human rights training of civil servants has accumulated some experience;(3)the human rights training of civil servants has achieved certain results. Problems on training exists in:(1)human rights still has some sensitivity;(2)lack of training body;(3)shortage of training funds;(4) the consciousness to accept human rights training is not strong;(5)perfect the training content. The measures on improvement of human rights training are the following three aspects:(1)actively implement the specific requirements on the National Human Rights Action Plan (2012-2015);(2)make full use of the function of human rights research and education institutions;(3)actively carry out multiple forms of human rights training.
