With the increasing degree of Chinese opening，and with growing economic，political，military，cultural strength，more and more Chinese citizens go abroad. Emergencies which relate to Chinese citizens and organizations’ legitimate rights often occur. Strengthening the protection of the legitimate rights of the overseas Chinese citizens has become an important issue. In recent years，because of the government attaches great importance to the protection of rights of overseas citizens，the citizen’s awareness of rights has increased，and because of the establishment of organizations for protecting rights，the protection for overseas Chinese citizens has gradually improved. In the future，legislation and the system and mechanism should be adopted for increasing the level of rights protection.
