In 2012，the moderation in economic growth inevitably brings challenges to stable employment growth. The Chinese government achieves the goal of employment scale steadily expanding by a series of steps including formulating special plans for employment，supporting small business to expand employment，expanding service employment，and promoting key population’s employment. The Report of 18th National Congress of CPC proposes requirements of implementing “the strategy of giving top priority to employment” and “deliver a better job in creating employment”，and it shows the employment policy has changed from focusing on enlarging the scale of employment to laying equal importance to the scale and the quality of employment.
