2016年是中央层面肯定农村土地承包经营权分离，形成“三权分置”流转的第三年。中央和地方继续出台一系列政策，加大力度全面支持、保障农村土地流转。土地确权颁证工作有序推进，农民土地权利归属明确、界限清晰。土地流转速度日渐提高、流转规模日渐增长，农民财产性收入持续增加。但是，在流转规模、流转形式、流转土地用途以及流转收益分配方面仍存在有待改进、完善之处。我国土地流转必须尊重农民意愿，严格控制工商资本租赁农村土地，坚持农地用途，严守耕地红线，适度开展规模经营，并完善土地流转交易与配套机制。
<<The year of 2016 is the beginning of thirteenth five-year-plan and also the third year of separation of contractual right of land in the view of central government.This year，the central and local government build kinds of documents to improve the transfer of rural land.The farmers get clear right with the land ownership certification and more income with greater transfer of rural land.However，there are still something to be improved in the scale，speed，usage and interests division of rural land transfer.We must respect farmers' right to decide，control the agricultural usage and transfer scale of rural land.At the same time，it's necessary to build the transfer structure of rural land and matching systems to protect it from risks.
