《中共中央国务院关于打赢脱贫攻坚战三年行动的指导意见》是脱贫攻坚的纲领性文件，为今后三年脱贫攻坚制定了时间表和路线图。2018年，中国脱贫攻坚政策体系进一步完善，实施力度进一步加大，减贫成效进一步显现，农村贫困人口人权保障取得新进展。与此同时，中国的脱贫攻坚依然面临深度贫困地区贫困问题依然突出、贫困群众脱贫的内生动力不足、扶贫领域存在腐败等问题，这些都是我们进一步做好脱贫工作的压力和动力。
<<“Guiding Opinions of the CPC Central Committee and the State Council on the Three-year Action to Win the Strong Fight against Poverty” is the programmatic document of Poverty Alleviation. It have drawn up a timetable and road map for the next three years to fight against poverty. China’s policy for overcoming poverty has been further improved and implemented，the effectiveness of poverty reduction has been further demonstrated，and new progress in human rights guarantee for poor rural population has been made in 2018. Despite all this，China still faces new challenges in fighting poverty.
