The promulgation and implementation of the law of the People’s Republic of China on Basic Medical and Health and Health Promotion has provided a basic legal basis for the protection of public health rights. At the practical level，the government’s increasing investment in public health funding has achieved remarkable results in the prevention and control of major public health emergencies. It will be a new direction of efforts to improve the intertwined public health legal system，improve the emergency response mechanism and early warning mechanism for public health emergencies，and implement the concept of health into all policies.
