本研究采取“重点剖析、面上比较”的调研思路,选取5个街道进行实地调研,对北京市街道“大部制”改革进行全面剖析,并提出深化改革的对策建议。研究发现不保留科室和保留科室是街道“大部制”改革的两种模式,“大部制”改革从资源统筹和内部协调两个方面提升了体制运转效率。“大部制”在实际运行中存在内部有机融合程度不深、对外对上对下协调不畅、科级干部职责不清与层级不明等问题。“大部制”改革的深化,一方面需要拓展大部门内部的融合深度,更加彻底地释放“大部制”的改革红利;另一方面也需要解决“大部制”改革引发的新问题,提升大部门的外部协调效率和科级干部的激励强度。
<<This research adopts the research idea of “key analysis and general comparison”,selects 5 streets for field research,comprehensively analyzes the reform of the “large department system” of street government in Beijing,and puts forward countermeasures and suggestions for deepening the reform. The study found that the “real department system” of completely breaking small departments and the “imaginary department system” in which small departments and large departments coexisted are the two modes of the reform of the “large department system” in the street government. The reform of the “large department system” has enhanced the efficiency of system operation from two aspects:resource planning and internal coordination. In the actual operation of the “large department system”,there are problems such as the lack of deep internal organic integration,poor external coordination with top and bottom,unclear responsibilities and unclear levels of department-level cadres. The deepening of the reform of the “large department system” requires,on the one hand,to enhance the depth of integration within the large departments to release the reform dividends more thoroughly;on the other hand,to solve the new problems caused by the reform to enhance the external coordination efficiency of large departments and the incentive strength of section-level cadres.
