为应对新冠肺炎疫情带来的冲击,北京城市副中心人社部门积极提升服务水平,帮助企业渡过难关。本文采用问卷调查和访谈相结合的方式,对副中心区域内200余家企业进行调查,得出疫情期间企业人才供求和人力资源管理状况、复工复产情况、政策实施情况等。在此基础上,从企业和政府两个角度提出发展建议,包括运用数字技术、推广“移动学习”、实行弹性福利、注重心理辅导,以及结合产业发展制定扶持政策、人才共享、市场互动等。
<<In response to the impact of the COVID-19,the Beijing Human Resources and Social Security Department actively improved its service to help enterprises overcome difficulties. In this paper,more than 200 enterprises in the capital area were investigated by questionnaire and interview,and the supply and demand of enterprise talents,human resource management,resumption of work and production,and policy implementation during the epidemic were obtained. On this basis,development suggestions are put forward from the perspective of enterprises and the government,including the use of digital technology,the promotion of “mobile learning”,the implementation of flexible benefit collection,the emphasis on psychological guidance,and the formulation of support policies,talent sharing,market interaction,etc. in combination with industrial development.
