我国中小微企业长期面临人才短缺问题,受疫情影响原材料及劳动力成本上升,用工需求严重不振。面对这种形势,人社部门从就业服务、社会保障、职业培训等方面着手出台政策,并通过加大政策宣传、开展用工调查、搭建用工平台、线上线下联动、加强招聘指导等方式保证政策落实,助力中小微企业纾困稳岗。本文在系统梳理这些措施基础上,尝试提出下一步做好中小微企业就业支持的意见建议,包括建立联动机制、推进“互联网+”公共就业服务、提升培训针对性、加强监督指导等。
<<Small,medium and micro enterprises in China have been faced with the problem of talent shortage for a long time. Affected by the epidemic,the cost of raw materials and labor has risen,and the demand for employment is seriously sluggish. In the face of this situation,the human resources and social security department has introduced policies from employment services,social security,vocational training and other aspects,and ensured the implementation of policies by increasing policy promotion,carrying out employment survey,building employment platform,online and offline connection,strengthening recruitment guidance and other ways to help SMEs rescue and stabilize their posts. On the basis of systematically sorting out these measures,this paper tries to put forward suggestions on how to provide better employment support for SMEs in the next step,including establishing connection mechanisms,promoting “Internet plus” public employment services,improving the pertinence of training,strengthening supervision and guidance,etc.,for reference by relevant departments.
