随着城市化的快速推进,我国机动车保有量不断增加,交通领域已成为温室气体排放增长最快的领域之一,排放总量约占全国终端碳排放的15%左右。目前,我国相当规模的制造业在国际产业链中还处于中低端,且交通领域的碳排放呈现排放强度高、增速渐降等特点。交通运输行业的低碳认证能够吸引整个社会在生产和使用环节参与应对气候变化,但现有法规不完善、碳排核算不准确等问题。本报告对此提出了理顺基础设施碳排放管理机制、优化详细分项核算方法等建议,并结合国内外碳标签发展经验,提出交通运输的发展应该走一条以低能耗、低污染、低排放为根本特征的低碳交通运输发展模式,核心在于促进交通运输系统提高能源效率、改善用能结构、减缓对气候变化的影响。
<<With the advancement of urbanization,the number of motor vehicles in China is increasing,becoming the fastest growing area of greenhouse gas emissions,and the total emissions account for about 15% of the national terminal carbon emissions. Promoting low-carbon certification in the transportation industry and developing green transportation are important for achieving the goal of “double carbon target”. In this report,the current situation and characteristics of carbon emissions and low-carbon certification in the transportation industry are expounded clearly,and the carbon footprint accounting methods of different modes of transportation and the problems in low-carbon certification are analyzed in detail. Finally,combined with the experience of carbon label development at home and abroad,suggestions and prospects for the development of low-carbon certification in the transportation industry are put forward.
