In order to further adapt to the new requirements of the new era of socialism with Chinese characteristics and meet the people’s ever-increasing needs for a better life，the reform to “streamline administration and delegate power，improve regulation，and upgrade services” still needs to be continuously deepened. Based on the relevant content of the reform to “streamline administration and delegate power，improve regulation，and upgrade services” in the audit announcement issued by the National Audit Office in the second quarter of 2015-2021，this article divides the reform process into three stages，and uses text analysis methods to analyze its implementation effects and finds that：in the process of implementing the reform to “streamline administration and delegate power，improve regulation，and upgrade services”，the problem of violation of relevant regulations by departments or units is more prominent. Liaoning Province has typical problems of setting up regional barriers and setting restrictions in violation of regulations. The streamline of administration and delegation of power have achieved initial results，but the improvement of regulation and upgrade of services need to be strengthened. The specific manifestations are：the supervision should pay attention to the timeliness of information disclosure and the diversification of supervision methods；the improvement of regulation should focus on the construction of the three-level vertical approval and supervision platform on provinces，cities and counties，and the upgrade of the services side should strengthen the construction of convenient systems and data sharing，and implement one-stop services. At the same time，the efficiency of policy implementation has been low so far，mainly because the implementing departments or units have not implemented according to the document. In terms of effectiveness，Guizhou Province and Hunan Province perform better，and there is still much room for improvement in other regions. Finally，a series of targeted recommendations were made.
