With the building of a moderately prosperous society in an all-round way，China will enter the stage of rapid population aging（2022-2035）and deep population aging（2035-2050）. With the rise and strength of China，in the face of the worldwide plague，depression，war（confrontation）and the resulting changes in the world order，in the face of domestic economic slowdown and people’s demand for a better life，we should re-examine the important issue of the development of the aging industry with Chinese characteristics—the nature and mode of operation. That is，the relationship between socialization（mutual assistance and cooperation）and marketization，and then relevant theoretical exploration and system design. Society is often placed in a complementary or complementary position to strong governments and markets. Thus socialization also becomes an empty word，representing the meaning of non-family. However，in this way of thinking：The government led construction and the government depends on the market development of the elderly industry has not achieved the expected results，the effective demand of the elderly is insufficient，the elderly care institutions，community（village）elderly care centers and other hardware facilities are complete，but the operation is not good，many institutions do not exceed the expenditure. Products for the elderly，insurance and real estate are also faced with problems such as uneven products，weak industry supervision，lagging development of aging finance and small coverage. Therefore，the research group believes that China should have its own discourse on aging industry with Chinese characteristics. The market under the leadership of the state still plays a decisive role in the allocation of resources，while the society under the leadership of the state plays a fundamental role in the allocation of resources. To develop the aging industry with Chinese characteristics，it relies on partial mutual assistance and cooperation under the leadership of the Party Committee and the responsibility of the government rather than completely relying on the government or marketization.
