    部分发达国家中小学课后服务的政策特征与走向

    摘要

    “双减”号角正式吹响以后,中央要求做好两项减法——有效减轻学生的作业负担和校外培训负担,同时要求做好两项加法——落实“双提升”任务,即提升课堂教学质量和学校课后服务水平。本报告依托文献研究梳理和分析了部分发达国家中小学课后服务的历史脉络以及课后服务政策的主要特征及走向,提出构建多部门贯通融合的课后服务体系、打造专业的课后服务从业人员队伍、严格执行质量监管与评估的流程和标准等建议,为提升我国中小学课后服务水平提供参考。

    Abstract

    After the “Double Reduction” initiative was officially kicked off,the central government requires us to do two subtractions—effectively alleviate the students’ burden of homework and off-campus training,and also two additions—fulfill the task of “double improvement”,i.e.,to improve the quality of class teaching and the level of after-school services. Based on literature research,by sorting out and analyzing the historical context of primary and secondary schools’ after-school services in some developed countries as well as the main characteristics and trend of after-school service policies,this Report proposes to construct an after-school service system with the collaboration from multiple departments,build a professional team of after-school service practitioners,and strictly implement the procedures and standards of quality supervision and evaluation,so as to provide references for improving the level of after-school services in primary and secondary schools in China.
