    部分发达国家中小学生家庭作业政策、设计及启示

    摘要

    家庭作业是学校教育教学的课外延伸,家庭作业政策、内容、形式等反映了一个国家的教育思想和人才培养理念。以美、英、法、德、日等为代表的发达国家重视家庭作业政策制定,中小学生家庭作业设计具有强化目的性、注重有效性、强调探究性、凸显实践性、体现多样性、增强交互性等特点。借鉴发达国家作业政策和设计理念,在“双减”背景下,北京市应加强中小学生家庭作业政策制定、提升家庭作业设计质量、丰富家庭作业领域和形态、确立家长在家庭作业中的适当定位、以家庭作业减负提质为切入点推动育人方式改革,构建符合“五育并举”要求、体现素质教育导向、服务首都教育高质量发展的基础教育作业体系。

    Abstract

    Homework is extracurricular extension of school education and teaching,and homework policy,content and form reflect a country’s educational thinking and talent training concept. Developed countries represented by U.S,U.K,France,Germany and Japan attach great importance to the formulation of homework policies,therefore the design of homework for primary and secondary school students in these countries is more purposeful,effective,exploratory,practical,diverse and interactive. Drawing lessons from developed countries in terms of homework policy and design concept,Beijing shall,under the background of “Double Reduction”,strengthen the policy formulation of homework for primary and secondary school students,improve the quality of homework design,enrich the scope and forms of homework,and establish the proper positioning of parents in homework;with “alleviating the burden and improving the quality” of homework as the breakthrough point,the reform of education methods shall be carried out to build a basic education homework system meeting the requirements of “five educations”,at the same time reflecting the orientation of quality education and serving the purpose of high-quality development of education in the capital city.
