The governance of “off-campus training institutions” is an extremely important part of the “double reduction” work. Beijing，as one of the nine pilot areas to implement the central government’s “Double Reduction” policy，in its governance of off-campus training institutions，has proposed to strictly manage and comprehensively regulate off-campus training institutions to prevent disorderly expansion. Currently，some provinces and municipalities in China have successively issued local “Double Reduction” documents or special governance documents for “off-campus training institutions”，with the aim of promoting the implementation of the governance of off-campus training institutions in the following aspects：tighten the examination and approval procedure，implement classification-based management，standardize the training behavior，conduct full-chain oversight of training materials，formulate risk control measures，strengthen the supervision of fee charging，work with non-disciplinary training institutions to enrich the content of after-school services，explore the possibility of a win-win situation between internal and external agencies，establish and improve the law enforcement inspection mechanism，strengthen normal operation supervision，and so on. Learning from these regions will provide useful decision-making reference for Beijing to better carry out the governance of off-campus training institutions.
