“双减”是一项系统的社会治理措施,社区教育秉承服务全民终身学习的理念,具备服务“双减”的功能,发挥着连接学校、家庭、社会的枢纽作用。北京市依托社区教育服务体系,积极开展了服务“双减”的实践探索,在社会认知度低、经费短缺、场地紧张、人员储备不足的状况下,通过创新工作范式,融合社会力量构建“家校社”协同育人机制和家庭共学机制,实践效果显著。面向未来,重点在基层,只有不断强化区县级政府对社区教育的统筹管理能力,助推社区教育高质量发展,用终身教育理念引导学校教育变革,大力发展家庭教育,高质量设计“家校社”教育项目,才能形成社区教育服务“双减”的长效机制,全面落实立德树人根本任务。
<<The implementation of “Double Reduction” policy is a systematic social governance measure,and community education,while adhering to the concept of serving the whole people’s lifelong learning with corresponding functions and capability to serve the aim of “double reduction”,plays a pivotal role in the communication between schools,families and communities. Relying on the community education service system,Beijing has taken the initiative to carry out practical exploration of “double reduction” of services. Under the current situation of lacking social awareness,shortage of funds,insufficient venues and small reserve of talents,through innovating work paradigms and by working with social forces,the “home-school-community” collaborative education mechanism and family co-learning mechanism have been established and implemented with remarkable practical effects. For future prospects,the focus is on the grassroots level,only by continuously strengthening the overall management capability of the district-and county-level governments on community education,facilitating high-quality development of community education,guiding the reform of school education with the concept of lifelong education,vigorously developing family education,and designing high-quality home-school-community education programs,will a long-term “double reduction” mechanism for community education services be formed,and the fundamental task of morality building and talents cultivation be consolidated.
