在全面落实“双减”政策背景下,北京市特殊教育教研在全市特殊教育教学质量提升方面发挥着关键支撑作用。受益于政策保障和市级统筹,全市特殊教育教研体系建设持续推进,队伍建设日益加强,机制运行不断完善,已初步形成“市、区、学区、学校”四级特殊教育教研体系,多专题、多方式的教研有序运行,研训一体、研宣一体、以研促提的推进机制初见成效。面对新阶段推动特殊教育高质量发展的需求,全市特殊教育教研还面临教研员队伍专职化比重较小、各级特殊教育教研组织之间还需加强联动、教研主题还需进一步深化、成果还需加大提炼推广力度等挑战,而这些也正是“十四五”时期北京市特殊教育教研完善发展新的着力点和增长点。
<<Under the background of all-round implementation of “Double Reduction” policy,special education teaching and research plays a key supporting role in the improvement of special education teaching quality in Beijing. Benefiting from policy guarantees and municipal-level overall planning,Beijing City’s construction of special education teaching and research system has been pushing forward,team building has been strengthened;the mechanism operation has been continuously improved,a “municipal-district-school district-school” four-level special education teaching and research system has been initially formed;multi-theme multi-mode teaching and research methods are operating in an orderly manner;the promotion mechanism of integrated research and training,integrated research and publicity,research-facilitated improvement has shown initial effects. In addition to the demand for pushing forward high-quality development of special education in a new stage,Beijing City’s special education teaching and research also faces challenges such as low proportion of full-time teaching and research staff,to-be-strengthened linkage between teaching and research at all levels,to-be-deepened teaching and research themes,and to-be-refined-and-disseminated achievements,which are also new focus and growth points for the improvement and development of special education teaching and research in Beijing during the “14th Five-Year Plan” period.
