    北京市中小学校“双减”政策实施及评价指标体系构建研究

    摘要

    自国家出台“双减”政策之日起,北京市严格落实中央决策部署,全市中小学校从办学理念到教育教学、教师学生评价、学校管理等各个方面进行了改革,很多方面都发生了明显的变化。第一个时间节点过后,北京市圆满完成“双减”任务,成效初显。为了实现“双减”政策3年内成效显著、人民群众教育满意度明显提升的最终目标,在第二个时间节点过半的情况下,由第三方评估机构基于“双减”政策文件精神和第一阶段学校实施“双减”政策的情况构建一套比较科学实用的评价指标体系意义重大,它作为政府评价学校落实“双减”政策的重要依据,能够检验学校工作是否到位;作为指导学校实施“双减”政策的重要抓手,能够引领学校有的放矢地深化内部改革;作为教育政策评价指标体系的重要组成部分,能够使政策实施过程评价成为教育政策评价的重要环节,将为政府、学校、家庭和社会等不同教育主体更好地落实“双减”政策提供参考。

    Abstract

    Since the promulgation of the “Double Reduction” document by the State,Beijing has been strictly implementing the central government’s decision and deployment,all primary and secondary schools have carried out reforms in all aspects such as the concept of school operation,the practice of education and teaching,teachers’ student evaluation,and the competence of school management. As a result,significant changes have taken place. After phase I implementation,the main goal of “double reduction” has been achieved with preliminary effect. In order to achieve the ultimate goal of “significant double reduction” within 3 years and the remark of significantly improved satisfaction from people,right after the middle of phase II implementation,it is of great significance to designate a third-party evaluation agency to develop a scientific and practical evaluation index system based on the spirit of the “Double Reduction” document and phase I implementation. The index system will serve as an important basis for the government to evaluate all schools’ implementation of “Double Reduction” policy,a guidance for instructing all schools’ implementation measures so as to deepen the internal reform in a targeted manner,and an important part of the education policy evaluation system to ensure the evaluation of the policy implementation process. The construction of the evaluation index system shall reflect the following principles:unified purposes and processes,unified stipulation and autonomy,unified quantification and qualification,and unified near-term and long-term targets. The index system shall be policy-oriented,operational,educational and systematic. As a policy tool,the evaluation index system will put forward higher requirements for the implementation of “Double Reduction” policy by different entities such as the government,schools,families and society,and will bring profound influence and changes.
