2021~2022年,新冠肺炎疫情肆虐全球,台湾地区旅游业受到巨大冲击,三大市场进一步萎缩。2021年入岛旅客仅有14。05万人次,以旅游为目的者不到160人,入岛总人次较2020年减少89。80%,旅客观光总支出减少58。61%;入岛旅客市场结构、消费及旅游动向出现与往年不同的变化。出岛旅客约36万人次,较上一年减少84。59%。台湾民众岛内游失去增长势头,较上年减少11。85%;平均每人岛内旅游5。96次,较上一年减少0。78次,创11年来新低。大陆民众没有赴台旅游人次,以探亲与业务为目的赴台者1。33万人次。疫情期间,台湾地区观光产业管理部门除了纾解观光业者困难,主要为疫情缓解时逐渐开放出入岛旅游作准备。预计2022年10中下旬台湾当局开放出入岛旅游,目前台湾地区疫情仍处高原期,开放初期难有“报复性反弹”情形,应在2023年下半年有更明显发展。开放旅游后台湾观光业者将要解决从业人员归队、服务队伍整建、运作秩序恢复等问题。
<<From 2021 to 2022,the COVID-19 epidemic raged around the world,and the tourism industry in Taiwan suffered a huge impact. The three major markets further shrank. In 2021,only 140,000 tourists visited the island,and less than 160 tourists visited the island for the purpose of tourism. The total number of tourists visited the island decreased by 89.80% compared with 2020,and the total tourist expenditure decreased by 58.61%. The structure of inbound tourist market,tourism consumption and tourism trends are different from those of previous years. The number of outbound passengers was 360,000,which decreased by 84.59% over the previous year. Taiwan’s domestic tourism lost its growth momentum,down 11.85% over the previous year. The average person made six trips to the island,0.7 times fewer than the previous year and a record low in 11 years. The number of mainland visitors to Taiwan remained zero,with 13,300 visits for family visits and business purposes. During the epidemic period,the tourism administration in Taiwan,in addition to trying to ease the difficulties of tourism industry,mainly for the relief of the epidemic situation,and make preparations gradually for reopening the island tourism. It is expected that the Taiwan authorities will open tourism access to the island in mid-to-late October 2022. At present,the epidemic situation in Taiwan is still at a plateau,and there will be no “retaliatory rebound” in the early stage of the opening,and the more obvious development should be in the second half of 2023. After the opening of tourism,the tourism industry in Taiwan will have to solve the problems of rejoining the service team and restoring the operation order.
