Tourism is one of the ways to promote urbanization construction based on county towns，and it plays an auxiliary role in solving problems such as differentiation of industrial structure，equalization of public services and mobility of production factors. The county tourism economy in Zhejiang Province is developed. In promoting the high-quality development of county urbanization，the function of tourism is expanded and the sustainable development of tourism is realized. However，in the social background of the new urbanization construction，the county level matching in the construction of large projects，the space limitation in the context of the delineation of three regions and three lines，the shortage of talents under the requirements of high-quality development，and the project classification guidance in the process of deep integration are still problems that need to be faced and broken through in the development of county tourism. At the same time，it also leads to the consideration of the interest coordination mechanism in cross-boundary cooperation of county tourism，as well as the policy of revitalizing stock assets，stimulating new talents，supporting project differentiation and so on.
