Strengthening the institutionalization，standardization and informatization of government affairs disclosure，and improving the ability and level of government affairs disclosure are the important contents，goals and tasks of the construction of a government under the rule of law. In the three successive development stages of the initial stage of government affairs disclosure，comprehensive promotion and innovation and improvement，Lu’an City has promoted the institutionalization of government affairs disclosure from the aspects of system，content and method while doing a good job in the active disclosure of government information and disclosure by application. The construction of governmental affairs，standardization and legalization has formed a closed-loop management of open government affairs from the front-end，middle-end，and back-end links；continuously provided free information disclosed by application；created the Three Balances of open government affairs；innovative mechanisms such as promoting openness through participation have played an important role in the practice of openness in government affairs and have had a positive impact. To fully implement the new requirements for openness of government affairs，we should constantly innovate its forms at the grass-roots level，improve the supervision and guarantee mechanism，comprehensively strengthen the construction of special areas，improve its quality，and help the construction of a government through the rule of law to advance in depth.
