    “十四五”时期乡村振兴视域下皖南山区农业科技人才队伍建设研究

    摘要

    《中华人民共和国乡村振兴促进法》的颁布为乡村人才全面振兴提供了法律保障。梳理皖南山区农业科技人才队伍建设情况发现:农业科技人才队伍建设后劲不足,关键性人才断档现象明显,大人才观念滞后,思想重视不够等问题突出。造成问题的因素主要有基层政策导向不鲜明、激励机制不健全、要素保障不到位、人才管理制度不完善等。农业科技人才关乎乡村全面振兴,需从健全农业科技人才选拔机制、完善“农业科技特派员”制度、建立农业科技人才激励机制、因地制宜创新培训方式等维度破解难题。

    Abstract

    The promulgation of the Law of the People’s Republic of China on the Promotion of Rural Revitalization provides a legal guarantee for the comprehensive revitalization of rural talents. A study of the construction of the agricultural science and technology talent team in the mountainous areas of southern Anhui finds that the construction lacked stamina,the phenomenon of key talents was obviously broken,the concept of big talents was lagging behind,and the ideological attention was not enough. The main factors that cause the problems are the unclear policy orientation at the grass-roots level,the imperfect incentive mechanism,the inadequate guarantee of elements,and the imperfect talent management system. Agricultural science and technology talents are related to the overall revitalization of the countryside. It is necessary to solve problems from the perspectives of improving the selection mechanism of agricultural science and technology talents,improving the Agricultural Science and Technology Special Commissioner system,establishing an incentive mechanism for agricultural science and technology talents,and innovating training methods according to local conditions.
