County is the basic spatial area and administrative governance unit of China’s economic and social development. It is the basic field for the exchange and flow of various production factors in urban and rural areas. This paper takes 16 counties in Anhui as the research object，and measures and analyzes the development level of county-level urban-rural integration from 2015 to 2020 by constructing an evaluation index system. The study finds that：the integration of urban and rural elements is shallow，and the two-way circulation is not smooth；the effect of urban and rural economic integration is weak，and the industrial connection is not deep；the scope of urban and rural social integration is narrow，and the allocation of public resources is uneven；the level of urban and rural ecological integration is low，and green resources are explored insufficiently. During the 14th Five-Year Plan period，the flow of factors should be the key to promote a two-way virtuous cycle of urban and rural factors；industry optimization should be the guide to promote the deep integration and development of urban and rural industries；with the concept of Integration of Production，Living，and Ecology，promote the construction of urban and rural ecological environment；take the construction of system and mechanism as a breakthrough to build a county-level urban-rural integrated development community.
