任何一门学科的研究和发展、任何一项技术的推广和应用,都离不开对它的科学分析和评价。中国航天育种经过34年的发展,在全国有大量科研院所和高校企业的积极参与和产业布局,但至今仍没有一个科学可行的评价方法和标准,以量化和评估航天育种发展的规模、水平、影响和贡献,尤其需要系统解析构成可持续发展的动力和影响其快速发展的诸多限制性因素。建构科学的航天育种发展评价指标体系,涉及研究调查对象的经济数据的微观结构和地方产业链条的宏观布局,给予各指标合理平衡的权重分配,为今后在实践中的应用和检验奠定基础。设立评价系统,可以在时间维度上根据量化指标的变化对航天育种发展进行数据化分析,减少政策制定的盲目性,增加决策的科学性,更好地促进航天育种技术及相关行业的良性发展。

The research and development of any subject and the popularization and application of any technology are inseparable from its scientific analysis and evaluation. After 34 years of development,China’s space breeding has a large number of scientific research institutes and universities and enterprises actively participate in the industrial layout. However,there is no scientific and feasible evaluation method and standard to quantify and evaluate the scale,level,impact and contribution of space breeding development. In particular,it is necessary to systematically analyze the driving forces that constitute sustainable development and the many restrictive factors that affect its rapid development. To construct a scientific evaluation index system for space breeding development,which involves the micro-structure of economic data and macro-layout of local industrial chain of the research object,and give reasonable and balanced weight distribution to each index,laying a foundation for future application and inspection in practice. The establishment of evaluation system can carry out data analysis on the development of space breeding based on the changes of quantitative indexes in the time dimension,reduce the blindness of policy making,increase the scientificity of decision-making,and better promote the benign development of space breeding technology and related industries.
