Since March 2022，the COVID-19 has brought enormous pressure on Shanghai sports enterprises to survive. Investigating and judging the specific impact of the epidemic on sports enterprises，grasping the effect of the implementation of policies that benefit enterprises，and fully understanding the demands of Shanghai sports enterprises are of great significance for formulating policies to help enterprises in the sports industry in the future，activating the vitality of the world-renowned sports city construction market，and giving full play to the dominant role of sports enterprises in the development of Shanghai’s sports industry. This report is based on a questionnaire survey and interviews with 670 sports enterprises in Shanghai to understand their living conditions and policy benefits during this epidemic，and finds that this round of epidemic has led to serious losses for sports enterprises and weak willingness to follow up operations. At the same time，it is found that the inclusive policy needs to be optimized in terms of application convenience，policy implementation and implementation effect. Based on this，this report suggests that the government should fully understand the demands of enterprises，efficiently optimize policy supply，expand the scope of inclusive policies，strengthen the implementation of sports enterprise assistance policies，cultivate multiple market entities，activate the vitality of sports consumption，optimize credit policies at multiple levels，Strengthen social capital support for sports enterprises；enterprises should broaden enterprise development channels，promote online and offline integrated development，strengthen technological innovation，accelerate enterprise digital transformation，promote cross-industry deep and diverse integration，and cultivate new business formats for enterprise development.
