历经40年的发展,中外合作办学在我国高等教育中扮演着极其重要的角色,不仅推动了我国高等教育对外交流工作,使其在国际领域更具竞争力,还切实满足了人民群众对多样化高等教育资源的需求。随着中外合作办学的快速发展,在办学实践过程中仍存在一系列问题,如政策的工具性特征明显;长远发展规划不够;质量监管乏力;对中外合作办学出现问题的应对有效性不强;地域分布失衡,东西部空间分布上不均衡现象明显;课程与教学体系呈现“拼盘”现象,缺乏相互的适切性;等等。建议健全中外合作办学政策体系,持续完善中外合作办学的结构布局,引进外方优质资源,优化合作课程体系,全面推进中外合作办学质量提升,增强其服务大局的能力。
<<After 40 years of development,Chinese-foreign cooperation in running schools has become a useful supplement and an important part of our country’s higher education. It played an important role in promoting the internationalization of China’s higher education,enhancing the international competitiveness of our universities,and satisfying the people’s needs about international high-quality education. With the rapid development of Chinese-foreign cooperation in running schools,there are still a series of problems. Policies are obviously instrumental. Long-term developing plans are insufficient. Quality supervision and response to problems are both weak. The geographical distribution is unbalanced,and the spatial distribution between the East and West is obviously uneven. The curriculum and the teaching systems present a phenomenon of “combination”,lacking mutual applicability. It is recommended to improve the policy,continuously optimize the spatial layout of the scale,introduce high-quality educational resources,better the curriculum system,and promote the ability of Chinese-foreign education to work efficiently and serve the overall situation.
