The complexity of public crisis requires us to establish a multi-level emergency management system. As a new exploration of government governance，the establishment of a multi-level emergency management system needs to grasp the two keys of power adjustment and information flow，and take the establishment of a collaborative mechanism as the target. The practice of the multi-level emergency management system requires the government to play the leading role，go beyond the normal multi-level，combine the hierarchical governance and the network，and keep it consistent with the existing system.
