Firstly，this report introduces the cutting-edge concepts of inclusion and lifelong learning，and points out the inherent relationship among the sustainable development of learning cities，social inclusion and educational inclusion. And then it focuses on the international practice of lifelong learning cities to improve educational inclusion，and points out that improving educational inclusion is the basic path to build a lifelong learning city in the era of longevity，and introduces some actions of Barcelona in improving urban inclusion. Finally，it puts forward some enlightenment for the construction of Chinese lifelong learning cities in the era of longevity.
