Being different from the Marine Economy，the Blue Economy is an emerging policy area emphasizing the role of the cities around the ocean and trying to promote the economy integration of the land and sea. The Western Indian Ocean region has long been enjoying rich marine resources，and recently the Western Indian Ocean Marine Science Association has proposed a blue economy strategic roadmap，which depicts the interactive development trend of the coastal cities and the blue economy in the WIO region from both urban and industrial perspectives. In this paper，we summarize the policy direction of land-sea coordination，regional co-developing，industrial co-developing and digital technical support in the WIO region，hoping to provide some enlightenment for the high-quality development of China’s blue economy.
