This paper，based on the strategy Bristol：Global City-Working with the world for local and global benefits issued by the city of Bristol，tries to focus on and analyze international engagement to bring social and economic benefits to Bristol. The International Strategy aligns the priorities of the council and city partners so Bristol has a more coordinated and intentional approach to developing relationships and business overseas. It will also help the city capitalize on the diversity of our international diaspora in Bristol and grow global citizens who benefit from living in an increasingly globalized world. This strategy proposes used five main mechanisms including “Profile”，“Policy”，“Prosperity”，“People”，and “Partnership” to achieve the main strategic outcomes. The paper concludes the enlightenment for international strategy planning and implementation for China’s small and medium cities.
