Keywords in policy texts reflect the focus of policy makers to an issue. This paper analyzes keyword features of red tourism policies issued by governments in Guangdong province at provincial and municipal levels by using ROST CM6 content mining software. Based on the TF-IDF algorithm，it extracts the feature words cloud to reveal the focus or hot spots of red tourism policies in Guangdong province. The study finds that the red tourism policy makers in Guangdong province place their attentions on the following “four emphasis”：（1）emphasizing the combination of protection and utilization of revolutionary heritages in red tourism development；（2）emphasizing the combination of red tourism developing with the revitalization of old revolutionary base areas；（3）emphasizing the highlighting of locality in red tourism developing；（4）emphasizing the construction of management system and the implementation of responsibilities in red tourism development. Results illustrate that red tourism policies in Guangdong province have a very high degree of consistency with the spirit of General Secretary Xi Jinping’s speech. Meanwhile，as the executor of the central government，regional policy makers place importance on the concrete actions and specific programs，such as land use，funds providing，transfer payments and heritage restoration etc.，that related to red tourism. In the future，policymakers could pay more attention to the combination of tourism development and rural revitalization strategy，sustainable development and the connection between spiritual value of cultural resources and the strategy of socialist culture.
