Huai’an city is located in the lower reaches of the Huaihe River basin，and its territory is bounded by the old Yellow River，which is divided into two major water systems，the Huaihe and the Yishusi from north to south. In recent years，Huai’an City，based on the rich water landscape resources，actively promote the construction of water scenic area work. After scientific and systematic planning and construction of water park，15 water parks have been built in Huai’an，including 8 national water parks，which have achieved remarkable results and greatly meet the growing needs of the people for a better life. This report comprehensively compares the resource base and construction status of water parks in Huai’an，summarizes the main results achieved，and thus extends，compares the problems of construction and development of Huai’an water park，explores the development ideas of water conservancy scenic areas under the construction of whole area tourism，and proposes development paths and goals in terms of multi-regulation，whole area tourism and water culture exchange.
