Happy river and lake is an advanced concept to guide the construction of water park，water park is an important carrier of the construction of happy river and lake，the work of the river and lake system to coordinate the construction of happy rivers and lakes and water park. This report starts from revealing the relationship between happy rivers and lakes and water parks，compares the construction goals and development status of happy rivers and lakes in Jiangsu Province，and illustrates the effectiveness of happy rivers and lakes leading the construction of water park and water parks helping to build happy rivers and lakes through specific cases. It also reveals that there is still a lack of guidance for happy rivers and lakes to lead the construction of high-quality water parks，the lack of protection for the management of water parks. Based on the construction results and problems in Jiangsu Province，we put forward ideas and suggestions for the high quality construction of water park under the leadership of happy rivers and lakes，including the introduction of guidelines for the high quality construction of water parks，the integration of water park management with the river and lake chief system，the improvement of planning and evaluation norms related to water parks，the strengthening of technology support，the common construction of platforms，public participation and sharing.
