文化产业高质量“走出去”是新时代北京对外开放的重要一环。为探究北京文化产业高质量“走出去”的路径,基于RCEP框架对北京文化产业高质量“走出去”进行SWOT分析,研究表明:在优势和机遇方面,北京“两区”的制度创新、文化产业优化升级,RCEP的高标准经贸规则、统一大市场效应以及华人华侨的文化认同感,为北京文化产业高质量“走出去”带来契机;在劣势和挑战方面,北京文化企业的国际综合竞争力和“走出去”服务平台建设水平仍需提升,文化产业面临RCEP带来的外部竞争和比较优势断档的风险。因此,北京文化产业高质量“走出去”既要构建“市场—政府—企业”三位一体的文化产业“走出去”平台,又要对标RCEP高标准经贸规则,不断提升文化产业竞争力,还要发挥海外华人华侨在文化产业国际合作中的助推作用。
<<Cultural industry going global with high-quality is an important part of Beijing’s opening up in the new era. In order to explore the measures of Beijing’s cultural industry going global with high-quality,the report uses SWOT analysis under the framework of RCEP. The research shows that the opportunities of Beijing’s cultural industry going global with high-quality are the high-standard economic and trade rules,unified market effect and cultural identity of overseas Chinese of RCEP. The strengths of Beijing’s cultural industry going global with high-quality are the cultural industry upgrading and the institutional innovation of two zones in Beijing. At the same time,Beijing’s cultural industry faces the threats of external competition and comparative advantage disruption from RCEP. And the weaknesses of Beijing are the international comprehensive competitiveness of cultural enterprises and the construction of service platform of going global. Therefore,Beijing could build a platform of cultural industry going global with high-quality,enhance the competitiveness of the cultural industry according to the high-standard economic and trade rules of RCEP and play the role of overseas Chinese to promote Beijing’s cultural industry going global with high-quality.
