Beijing’s intangible cultural heritage is an important part of the capital’s history and culture. It has formed exquisite intangible cultural heritage works represented by palace art on the basis of fully absorbing the essence of various places. It has distinctive characteristics，one is a long history，extensive and profound；Second，diversity and integration，drawing on the strengths of others；Third，both elegance and custom are appreciated，while the protection and inheritance are the two core issues in the development process of Beijing’s intangible cultural heritage. There are two problems in protection. First，for the inheritors，there is often only one piece of exquisite craft works. As time goes by，many intangible cultural heritage skills are facing difficulties in inheritance and research. On the other hand，although the support of special funds can solve short-term difficulties，it’s difficult to solve the problem of long-term development mechanism. In this situation，the participation of scientific researchers in colleges and universities，especially the training of young talents is particularly important. We should take the “new liberal arts” framework as the key point，constantly improve the discipline construction，and strengthen the long-term mechanism of theoretical research on intangible cultural heritage protection. In terms of inheritance，copyright protection is difficult，innovation momentum is insufficient，industrialization is low and other issues are particularly prominent. Using digital resources and network advantages of modern science and technology，we will upgrade the industrialization of intangible cultural heritage works，strengthen copyright protection，increase the added value of products，and then feed back the intangible cultural heritage protection efficiency，form a sound development loop of intangible cultural heritage protection and inheritance.
