Under the double pressure of the impact of the COVID-19 and the economic downturn，the support of the market players brought by “mass entrepreneurship and innovation”，the cultivation of new driving forces for economic development，and the expansion and stability of employment play an important role in China’s economic recovery growth. In order to reveal the basic support and achievements of the current mass entrepreneurship and innovation development of cities in China，this report first extracts and analyzes the sub indicators that have an important impact on the scores of mass entrepreneurship and innovation in the mass entrepreneurship and innovation evaluation system，and further analyzes the sub indicators of the top 100 cities in China. Secondly，to find the relationship between environmental support，resource capacity and performance value under the mass entrepreneurship and innovation evaluation system，and make further correlation analysis. Through the analysis，it is found that cities with a good environment for mass entrepreneurship and innovation are conducive to the agglomeration of mass entrepreneurship and innovation resources，thus laying a solid foundation for performance value. We should continue to improve and optimize the environment for mass entrepreneurship and innovation，and promote the high-quality development of innovation and entrepreneurship.
