进博会作为中国与世界分享市场机遇的开放性平台,是畅通国内大循环、促进国内国际双循环的重要窗口,对于促进跨境电子商务尤其是进口跨境电子商务的发展具有重要作用。总体来看,进博会连续四届“越办越好”,但对跨境电子商务的直接促进效应还不显著,进博会展品转保税展示交易商品的渠道仍不够通畅,进博会展品变跨境电子商务商品的通道仍受到限制。未来,可借助进博会集聚高能级主体,增强跨境电子商务全球资源要素支配能力,强化重点平台功能,完善线上线下联动的跨境电子商务供应链生态体系,推动贸易便利化、措施常态化,助力跨境电子商务满足多元化消费需求,通过增强主体竞争力、改善制度创新环境等措施加速进博会展品变商品,全面释放进博会在促进跨境电子商务发展方面的溢出和带动效应。
<<The China International Import Expo(CIIE)is playing an important role of the development of cross-border e-commerce as an open platform for China to share market opportunities with the world and an important window to foster a new development dynamic. Overall,the CIIE has been held for four consecutive sessions,but the direct promotion effect on cross-border e-commerce has not been significant. There are still restrictions on transforming CIIE exhibits into cross-border e-commerce commodities. In the future,the CIIE can be used to gather high-level entities,enhance the global resource element control capability of cross-border e-commerce,enhance the functions of key platforms,improve the cross-border e-commerce supply chain ecosystem that is linked online and offline,and promote the normalization of trade facilitation measures,help cross-border e-commerce meet diversified consumption needs,accelerate the transformation of exhibits into commodities,and fully release the spillover and driving effects of the CIIE in promoting the development of cross-border e-commerce.
