    进博会促进消费升级的效应与机制

    摘要

    中国国际进口博览会作为全球首个以进口为主题的国家级展会,四年以来持续将高品质消费品和服务引进中国市场,以进博会为依托的进口商品流通业态创新模式不断涌现,进博会促进我国消费升级的效应渐趋明显。本报告首先基于消费升级的已有文献,界定本报告所研究的消费升级的内涵,并结合消费市场发展现状分析其现实特征。在此基础上,本报告结合进博会促进消费升级的实践,提出进博会促进消费升级的效应体现在促进品质消费、服务消费、消费数字化和消费国际化四个方面,进博会促进消费升级的机制体现在完善制度、发挥流通主体作用和畅通供需信息渠道三个方面。最后,围绕服务构建新发展格局的要求,本报告提出应进一步发挥进博会的通道溢出效应、资源集聚效应和创新促进效应,持续促进消费升级。

    Abstract

    China International Import Expo(CIIE),as the world’s first national-level exhibition themed on imports,has continuously introduced high-quality consumer goods and services into the Chinese market for four years. Innovative models of imported commodity circulation formats based on the CIIE are also emerging,and the effect of the CIIE in promoting Chinese consumption upgrading is becoming more and more obvious. Based on reviewing the existing literature on consumption upgrading,this report firstly defines the connotation of consumption upgrading,and analyzes the actual characteristics of the current development of the consumer market. On this basis,in combination with the practical development of the CIIE in promoting consumption upgrading,this report proposes that the effect of the CIIE in promoting consumption upgrading is reflected in four aspects,that is promoting quality consumption,service consumption,consumption digitization and consumption internationalization. In addation,the mechanism for promoting consumption upgrading is embodied in three aspects,that is improving the system,giving full play to the role of the main body of circulation,and smoothing supply and demand information channels. Finally,focusing on the requirements of promoting to build a new development pattern,it is proposed that the channel spillover effect,resource agglomeration effect and innovation promotion effect of the CIIE should be further utilized to continuously promote consumption upgrading.
