The establishment of Beijing FTZ is an important strategic initiative to promote the establishment of a new pattern of high-level opening up to the outside world. Based on the continuation of the 2021 report，this report firstly compares the basic situation of outbound investment of Beijing enterprises，including its current situation and characteristics，as well as the advantages and challenges faced by Beijing enterprises in outbound direct investment. Based on this，we further sort out the new initiatives related to OFDI made since the establishment of FTZ，and further classify them into three types：guiding，supporting and guaranteeing，and analyze the specific impact of the establishment of FTZ on enterprises’ OFDI from different perspectives，such as investment creation，industry aggregation，radiation drive and institutional innovation；furthermore，we assess the specific changes of enterprises’ OFDI before and after the establishment of FTZ；finally，this paper puts forward recommendations related to FTZ and enterprises’ OFDI from both government and enterprise levels respectively. Finally，the paper proposes recommendations on the FTA and OFDI from both government and enterprises.
