In October 2021，the General Office of the State Council issued the “Guiding Opinions on Further Supporting College Students’ Innovation and Entrepreneurship”，re-emphasizing that college students are the new force of mass entrepreneurship and innovation，and it is of great significance to support college students’ innovation and entrepreneurship，and proposed “supporting college students’ innovation and entrepreneurship “Eight Tasks”. In this study，“improving the innovation and entrepreneurship ability of college students”，“optimizing the innovation and entrepreneurship environment of college students”，“strengthening the construction of college students’ innovation and entrepreneurship service platform”，“promoting the implementation of the fiscal and taxation support policies for college students’ innovation and entrepr-eneurship”，“strengthening the financial policy support for college students’ innovation and entrepreneurship”，“promoting the innovation and entrepren-eurship of college students” respectively. The eight major tasks of “Transforming the Achievements of College Students’ Innovation and Entrepreneurship”，“Running China International” Internet +“College Students’ Innovation and Entrepreneurship Competition”，and “Strengthening College Students’ Innovation and Entrepreneurship Information Services” are the eight major tasks to interpret the policies，and try to answer from the institutional level. “Who will do it”，and “how to do it” and other key issues.
